Download Availibility of LU/LC maps

Hey everybody!
I was looking forward to download LU/LC maps of the Manas Biosphere Reserve,Assam of the year 2000,2005 and 2010 . Is it possible to download of 1:50,000 scale. If not what is the possible scale I can download. What is the procedure?

LULC maps at 1:250K scale can be downloaded, after signing MOU with NRSC. In Bhuvan-thematic services Select LULC (1:250K) theme and then click on "GetData" option to request for your required data. Once MOU is received at our end, we will provide the data through FTP.

LULC maps (1:50K) are generated once in five years. Currently available for 2005-2006 and 2011-12 state-wise. These are not available for donwload, but can be consumed as a web service. Service URL will be available under "WebService" tab. For more information on how to consume this service see this post

I am trying to download the Lu/LC 50K 2005 data for Andhra Pradesh. But As I click on the get data option on this link http://bhuvan-noeda.nrsc.gov.in/gis/thematic/index.php , It asks me to add the area in "Search" tab. When I add Andhra Pradesh in the search tab, the "Get Data" option disappears. Can you please tell how can I download this data?

So, Once I add the WMS server of LU/LC (1:50,000 scale) into the ArcGIS software , I should be able to digitize it?
