How to get/make district Shape file??

I need to merge two districts of Odisha i.e (Khordha and Puri). How to get a shape file with the two merged districts.
Can any one help me in this please.....

Shapefile of districts is not available for download. However you can create your own polygon for Area of Interest using Draw tool of Bhuvan 2D and download the same as a Shapfile.

You can also have a look on the enhanced shapefile creation toolwhich will also allow you to download multi-polygon shapefile.
