Hi,
I might be missing something here, so correct me if I am wrong.
What I want to know is where is the Buvan API?

What you have linked to here, is the OpenLayers Setup/documentation/samples. I could get that from their official site. It is currently at version 2.11, which is an higher version than the one that you have for download.

HI

Yes, Bhuvan 2D is developed using OpenLayers API only. As you are aware that its always better to use the latest stable API.

Using Openalyers API, you can consume our Bhuvan Services and develop your own applications.
