Download Vector Layers

Can i download village vector layers from the database???
if yes, please guide me with the procedure to do so

No. It is available only for visualization. As mentioned at http://bhuvan.nrsc.gov.in/bhuvan/copyright Administrative boundaries comes from Survey of India. you need to contact them for the same.

However, you can delineate your own feature (point, line, polygon) on Bhuvan and can download them as a shape file.

yes you can upload your shapefiles to Bhuvan 3D.
